Serial rapist now living in Kamloops
Local Mounties are issuing a public warning about a violent serial rapist who is expected to be living with family in Valleyview this week.
RCMP Staff Sgt. Grant Learned said Jack Samuel Froese has been released from a federal prison and is expected to move to Kamloops.
The 30-year-old, who Learned said has been classified a “high risk to re-offend,” has multiple convictions for sexual assault and will be under a number of strict court orders. Froese is not being released on parole as he completed the full term of his sentence in custody.
The majority of Froese’s convictions stem from attacks in Saskatchewan and Alberta, including the rape of a Saskatoon hotel maid in 2004 that made national headlines.
Froese was arrested on the University of Saskatchewan campus days after the attack.
A search of the man turned up a bag of knives, a nylon stocking, cameras and a list of names and photos of university cheerleaders.
Also discovered was a story Froese had written — originally titled The Maid and later renamed Third Floor Last Door — the details of which were eerily similar to the attack on the chambermaid.
Police determined the hotel attack occurred in a room at the end of a third-floor hallway and Froese, a crystal-meth addict, was charged in the crime.
At the time of his arrest, he was on probation for a prior assault on a woman in B.C.
Froese was convicted of sexual assault with a weapon and sentenced to 42 months in jail.
Learned said Froese will be under the supervision of the Kamloops probation office and the Kamloops RCMP’s serious-crime unit.
Froese is white man, standing five-foot-11 and weighing 181 pounds, with brown hair and hazel eyes. He has the letters “JG” tattooed on his left hand.
Conditions of Froese’s release include:

Not to have contact, direct or indirect, with any of the victims of offences for which he has been convicted or any known members of their immediate families.

Not to possess any knives except for the immediate preparation and consumption of food, nor is he to possess, own or carry any weapon or any imitation firearm or other related items listed in the condition.

Not to consume or possess alcohol or any controlled substances excluding prescription medication prescribed by a licensed physician or dentist.

Not to be outside his residence between the hours of 9 p.m. and 5 a.m. daily except for employment purposes or for a medical or dental emergency.

Not to possess any tool or device that can be used for the purposes of restraint including duct tape, straps, rope or wire unless specifically needed for on-site employment.

Not to possess any items that allow him to mask or disguise his face.

Not to access or possess pornography of any kind including pornographic images accessed via the Internet.

Not to be present in a private residence, dormitory, hotel, inn, or other building where persons sleep or reside without providing the owner or a resident of the building a copy of the recognizance and informing them that he has been convicted of a sexual offence.
