Pooch problems to keep hounding city hall
The city won’t be giving out any more free three-dog variances, but that doesn’t mean a pooch-free agenda in 2013.
At its first meeting of the year, council will consider an appeal from a woman whose request to keep a third, as-yet-unpurchased dog was previously denied, and look at amending its dog responsibility and control bylaw.
If passed, the amendment would create a permanent exemption to Kamloops’ two-dog-per-unit policy for registered service and guide dogs.
According to a staff report, the change comes after a local resident requested permission from the city to acquire a new service dog. The resident already owns two registered personal-assistance dogs, each of which has been retired.
Registered service dogs are already exempt from licensing fees.
Under the exemption, dog owners would have to prove their guide dogs are registered by an accredited agency and provide the type of care necessary for a person they reside with.
Staff say the bylaw change is meant to be a personal exemption and would not apply to businesses that might keep several personal-assistance dogs to cover a variety of conditions.
