Wine, TV the tonic for barking dogs, screaming kids

Yes, I agree barking dogs are not good, but it is the owner’s fault, not the dog’s.
I have a similar and maybe a worse sound problem.
I live in a townhouse and endure kids screaming in that high-pitched scream that just about knocks your head off .
Their parents just ignore it and on and on it goes, day after day.
Same scenario — it’s the parents’ fault.
But, it seems nowadays that everyone is entitled to not care a darn about their neighbours and everyone else has to listen to uncontrolled dogs and kids.
I just go inside and have a glass of good B.C. wine and turn on the TV!
