Bass talks of Hamer-Jackson’s “unusual” decision to recuse himself from the entire council meeting, artfully dodges in-camera meeting queries, notes an issue with the mayor’s proposed task forces and trumpets the values of the Integrated Crisis Response Team (formerly Car 40) and complex care beds.
